Official Increase of the Statutory Base Salary to VND 2,530,000/Month from July 1, 2026

From July 1, 2026, the statutory pay rate will officially increase to VND 2,530,000 per month under Decree No. 161/2026/ND-CP dated May 15, 2026 issued by the Government. This Decree regulates the statutory pay rate and bonus regime applicable to cadres, civil servants, public employees, and the armed forces.

New Statutory Pay Rate from July 1, 2026
According to Decree No. 161/2026/ND-CP, from July 1, 2026, the statutory pay rate will be:
VND 2,530,000 per month
This statutory pay rate is used as the basis for:
– Calculating salaries in salary tables;
– Calculating allowances and other benefits as prescribed by law;
– Calculating activity allowances and living allowances;
– Calculating contributions and benefits based on the statutory pay rate.
Subjects Applicable to the Statutory Pay Rate of VND 2,530,000 per Month
The Decree applies to individuals receiving salaries and allowances in agencies, organizations, public service units of the Party, the State, the Vietnam Fatherland Front, socio-political organizations, social organizations assigned duties by the State, special administrative-economic units, and the armed forces.
The applicable groups include:
1. Cadres and civil servants from the central level to the commune level;
2. Public employees working in public service units;
3. Employees working under labor contracts in administrative agencies and public service units who are subject to, or have agreements in their labor contracts on, salary classification under Decree No. 204/2004/ND-CP;
4. Employees working within staffing quotas at associations supported by the State budget;
5. Officers, professional soldiers, defense workers, defense public employees, defense civil servants, and contracted employees of the Vietnam People’s Army;
6. Officers, salaried non-commissioned officers, public security workers, and contracted employees of the People’s Public Security;
7. Employees working in cipher organizations;
8. Non-commissioned officers and soldiers of the Vietnam People’s Army; non-commissioned officers and conscript soldiers of the People’s Public Security;
9. Part-time non-specialized workers in hamlets and residential groups.
Regulations on Specific Financial and Income Mechanisms
For agencies and units currently applying specific financial and income mechanisms at the central level, salary adjustments from July 1, 2026 will follow the principle of preserving the difference between the salary and additional income in June 2026 and the salary after the specific mechanism is amended or abolished.
During the period before these mechanisms are amended or abolished, monthly salary and additional income will be calculated based on the statutory pay rate of VND 2,530,000 per month. However, the total must not exceed the salary and additional income received in June 2026.
If the salary and additional income calculated from July 1, 2026 are lower than the salary under the general regulations, the general salary regime will apply.
Bonus Regime under Decree No. 161/2026/ND-CP
The Decree also regulates the bonus regime for certain groups of salaried individuals. The bonus regime is implemented based on:
– Outstanding work achievements;
– Quarterly monitoring and evaluation results;
– Six-month evaluation results;
– Annual quality classification results.
The bonus regulations must be developed and issued by the head of the relevant agency, unit, or armed forces unit. They must also be submitted to the directly superior management agency for management and inspection, and must be publicly disclosed within the agency or unit.
Required Contents of the Bonus Regulations
The bonus regulations of an agency or unit must include the following key contents:
1. Scope and applicable subjects;
2. Criteria for bonuses based on outstanding work achievements;
3. Basis for bonuses according to quarterly monitoring and evaluation, six-month evaluation, and annual quality classification results;
4. Specific bonus amounts for each case;
5. Bonus review procedures and process;
6. Other provisions required for management purposes, if necessary.
Annual Bonus Fund
The annual bonus fund is separate from the reward fund under the Law on Emulation and Commendation. This fund is determined as 10% of the total salary fund, excluding allowances, based on position, title, rank, grade, and military rank of the individuals included in the payroll list of the agency or unit.
If the agency or unit does not fully use the annual bonus fund by the end of the budget year, including the period for finalization adjustments, the remaining amount will either be cancelled or returned to the State budget in accordance with regulations.
