2026 First-Half Labor Usage Report in Ho Chi Minh City: Key Points Businesses Should Note

In accordance with Article 4 of Decree No. 145/2020/ND-CP, as amended and supplemented by Clause 1, Article 73 of Decree No. 35/2022/ND-CP, the Ho Chi Minh City Department of Home Affairs requests agencies, organizations, enterprises, and units employing workers to submit the periodic labor usage report for the first six months of 2026.

This report supports labor management in Ho Chi Minh City and serves as a basis for confirming compliance with labor regulations when requested by competent authorities.

1. Entities required to submit the report

The reporting requirement applies to agencies, organizations, enterprises, cooperatives, households, business households, and individuals that employ or use workers and have a head office or operating location in Ho Chi Minh City.

2. Report content

Units must prepare the 2026 first-half labor usage report using Form No. 01/PLI under Appendix I issued together with Decree No. 145/2020/ND-CP.

The report should fully reflect the unit’s labor usage situation in accordance with the prescribed form.

3. Report submission methods

Units may choose one of the following two submission methods:

Method 1: Submit via the National Public Service Portal

Units complete the following procedure:

“Interlinked procedure for registration and adjustment of compulsory social insurance, health insurance, unemployment insurance contributions, and labor usage reporting”

Method 2: Submit online to the Department of Home Affairs

Units submit the report online via the Department of Home Affairs’ Google Form:

The online submission must include:

– General information of the unit;

– A scanned report with signature and red seal in PDF format;

– A soft copy of the report in Excel format, .xls or .xlsx.

4. Submission deadline

Units must complete the submission via the National Public Service Portal or online to the Department of Home Affairs before June 5, 2026.

After this deadline, the Department of Home Affairs will no longer accept reports.

The Department will also compile the implementation status as a basis for confirming legal compliance when requested by competent authorities.

5. Note on administrative penalties

Units should strictly submit the report on time to avoid administrative violations under Clause 2, Article 8 of Decree No. 12/2022/ND-CP, which regulates administrative penalties in the fields of labor, social insurance, and Vietnamese workers working abroad under contracts.
