On June 12, the National Assembly officially approved the resolution on reorganizing provincial-level administrative units for 2025, reducing the number of provinces and cities from 63 to 34. This resolution takes effect immediately upon approval and marks a significant shift in the country’s administrative structure.

Which Provinces will be merged? Complete list

Below is the detailed merger plan for provincial-level administrative units:

Northern Region:

・Tuyen Quang: Merging with Ha Giang – Area: 13,800 km², Population: 1.86 million

・Lao Cai: Merging with Yen Bai – Area: 13,256 km², Population: 1.78 million

・Thai Nguyen: Merging with Bac Kan – Area: 8,375 km², Population: 1.8 million

・Phu Tho: Merging with Vinh Phuc and Hoa Binh – Area: 9,361 km², Population: 4.02 million

・Bac Ninh: Merging with Bac Giang – Area: 4,718 km², Population: 3.6 million

・Hung Yen: Merging with Thai Binh – Area: 2,514 km², Population: 3.56 million

・Hai Phong: Merging with Hai Duong – Area: 3,194 km², Population: 4.66 million

・Ninh Binh: Merging with Ha Nam and Nam Dinh – Area: 3,942 km², Population: 4.4 million

Central Region:

・Quang Tri: Merging with Quang Binh – Area: 12,700 km², Population: 1.87 million

11 Provinces and Cities Not Subject to Merger

The following provinces and cities will not be merged:

・Cao Bang, Dien Bien, Ha Tinh, Lai Chau, Lang Son, Nghe An, Quang Ninh, Thanh Hoa, Son La, Ha Noi, and Hue.

・Post-merger structure: 28 provinces and 6 cities nationwide, of which 19 provinces and 4 cities are newly merged administrative units.
